You have almost the same computer specs including graphic card as i do and im happy to hear that im not the only one with some huge low FPS problems and it started as u said in the last few days.
Not even close porani. The i7-950 has nearly twice the performance of the two generation older Q6600. I’m starting to suspect that the GTS 450 just doesn’t like this game.
But DJKofee, the Black Citadel isn’t a good place to measure FPS, or maybe it is?
Now I have a much weaker CPU than DJ and a much weaker GPU than either of you and this is what I get when I place myself and DJ’s screen shot location with his settings (oops not quite the same, forgot DoF). And for some reason I’m out performing DJ’s rig. Something else is off.
RIP City of Heroes

Tried over in Plains of Ashford, same thing.
Download CPU-Z and look at the PCI-E Link speed. Is it 16x 8x 4x or 1×. If its below 8x that would account for the low FPS.
Laptop: M6600 – 2720QM, AMD HD6970M, 32GB 1600CL9 RAM, Arc100 480GB SSD
