If you haven’t even gotten an acknowledging email, read this thread: Not getting our emails.
If that’s not it, you might have a hacker deleting them before you see them. If you haven’t already done so, run a full security sweep of your computer. After that, change the password on your email.
If you still don’t get responses from support, you might get a new email and update your ticket asking them to send a response to that.
Tickets that are 3 days of older can be posted on the above stickied thread, tickets for review-3 days and older. But I would try to fix the problem first.
To ask about a refund, you need to talk to support. 
Support-top of page. Submit a request-top of page. 
There are 2 drop down boxes that need to be selected. 
Be aware that this will not only deactivate that account with this game, but it’s accompanying credit/debit card and the email.
I did get an E-mail but all it said was i might have to change my password(which I did do) but it said nothing about my banned account
If you require additional assistance, then update your ticket for the CS Team to respond. Explain, in detail, what you would like help with. Remember, ascertaining the legitimate owner of accounts takes some time.
