Rich Dragon Chest Complaint
Considering how low the drop rate was for anything except candy, you could have bought that many rich coffers with it as a chance and still not gotten even one. After all, how many tickets did you get from the rich coffers? Many people bought a number of coffers trying for that and didn’t get any. So now you have one recipe. They are likely account bound and if so, you only need one anyway.
Why tickets?
The patch notes states only that the recipe wouldn’t drop. Not tickets, or anything else. Considering that, asking them to give out anything else but the recipe is greedy. Now I could undersand asking for anyone who bought more than, say, 40 to get 2 recipes or something like that, but not jade tickets.
And considering the nature of the RNG, you had a good chance of not getting one anyway (bah, ALMOST bought a batch of rich chests yesterday… sigh).
And they are not about to give someone a number of chests equal to what they have already opened and in many cases, benefited from). The only way I seem them doing this would be removing all previous benefits first and that would cause an outrage.
Why not tickets,
The point is that their coder messed up and is still most likely employed. So the customer is being forced to eat the coders mistake and that is not right. The issue was on anets end not the customers. I mean granted it worked out great for anet claiming they were selling one thing and not actually selling the item causing people to keep buying chests when it is possible all they would have needed was one chest.

Random drops are truly random. Giving out free coffers would not be appropriate, because the issue wasn’t with the coffers, but only in the fact the one item was not available. The remainder of the drops were just fine. Saying, “I had bad luck, give me a do-over” isn’t the way things go. The issue with the recipe is being addressed through generous compensation, because the recipes are being given to everyone when not everyone would have earned one.
