Same laptop, same setting, different FPS

Me and my brother have the exact same laptop, running the game with the same settings (although, in a few fields, his are higher), yet for some reason, I have a worse framerate than he does. Sometimes, randomly, it is better and jumps to 30-40, but most of the time it’s at about 19-25… I’m not very good with computer hardware, and I don’t know what’s going wrong on my end.
It could be as simple as you having more software and services running in the background than he does, leaving less resources for GW2.
How big of a difference are you experiencing?

To do a basic comparison, open your task manager with ctrl+alt+del and click on the performance tab. It will show you current cpu and memory usage.
Do that while both computers are idle on the desktop and you’ll see how much of a difference there is in available resources.
If his cpu/memory usage is significantly lower than yours, you could probably improve your game performance by closing some background applications.

Just to rule it out, not all laptops are the same. Unless they are the exact same Model-Build.
Example, I have 2 HP Dv6’s One has a HD7690 while the other has a HD6550. They might be the same GPU class, but my HD7690 gets more FPS then the HD6550.
As already mentioned, you might have services and junk running that your brother does not. Or you could be simply infected.
Maybe he is running a more stable GPU driver?
Are the Laptops both using HDD or SSD? If one is a HDD and the other is SSD that could account for the difference as well. So can Memory Speeds.
Also, what about your CPU Clock? Are you in Balanced power mode, or max power saving? If your CPU is clocked lower (Due to Power settings) that would cause the FPS to drop as well.
