I was on free to play and upgraded to Heart of thorns and I was told it was free to transfer to another server but its telling me i have to pay?

Can anyone confirm if this is a bug or you can not longer transfer for free for the first time?

You should be able to transfer at no cost. The one restriction that may be in effect would be if it has been less than 7 days from the date of creation/last transfer.

Submitted a ticket and will see what they say
its been weeks since i upgraded to Heart of thorns from f2p
so the free transfer should work
currently its still asking for gems :\
