Yes, an account with no characters on it is not charged for a world change.

Note free or not, there is a 7 day cool down on transfers.

Also, items in your bank DO transfer, and persist even if you delete all your characters.

The Devs already answered this questions many times. And since it seems you’ve already searched for this, I don’t understand why you feel you need to ask again.

Gem payment for transfers is the fee to move character data between servers. By deleting all your characters, you can make a transfer for free (once every 7 days).

In all fairness to the OP the search function on this forum is borderline useless. Perhaps the OP heard it from someone in game and just wanted staff to verify it before doing so.

It’s true, but deleting x amount of characters is a huge cost if you ask me, especially if you got a good amount to level 80 already

I can understand someone being apprehensive at deleting all their characters only to find out it’s no longer true.
