Q:
Should i upgrade my CPU or buy a GPU?
A:
Well if you just want to “play” the game, you need a new video card more than anything else. For the absolute minimum requirements, your CPU and RAM is adequate. But your video card is no where near the minimum requirements.
So if you’re only going for one major upgrade, get a video card. That will help the most.

No offense mate but you’re right it is very bad so do you have a laptop?
else you might want to start a completely new build
if you want to keep you’re case and motherboard however
you could get this cpu
http://www.newegg.com/Product/Product.aspx?Item=N82E16819117408
this gpu
http://www.newegg.com/Product/Product.aspx?Item=N82E16814500306&cm_re=GeForce_GTX_760-_-14-500-306-_-Product
as well as 500w power supply or better.
Also this game is not that optimised to take full potential of the gpu
as most new games that means you need a pretty decent cpu.

seriously ? you need replace everything .
Your pc was certainly good in a past era .. but today .. nope.

I don’t want a powerful system i just want to play on very low settings at 1366×768.
I’m thinking on getting a pentium g3220 and a gt730, that’ll work for me for at least 1,5 years. I don’t want to play all the recent games, i just want to play GW2 and other light games.
2 GB ram is adequate ? You will either crash all day because OOM or your system
will swap on your harddrive like crazy and you will end at 1 frame every 5 seconds.
Best MMOs are the ones that never make it. Therefore Stargate Online wins.

Windows® Minimum System Requirements
Windows® XP Service Pack 2 or better
Intel® Core 2 Duo 2.0 GHz, Core i3 OR AMD Athlon 64 X2, or better
2 GB RAM
NVIDIA® GeForce® 7800, ATI X1800, Intel HD 3000, or better (256 MB of video RAM and shader model 3.0 or better)
25 GB available HDD space
Broadband Internet connection
Keyboard and mouse
According to Anet, 2GB of RAM is adequate enough to run GW2 on minimum settings.

Since your on a budget I suggest the following.
H97M motherboard
G3258
Hyper 212Evo
2×4GB DDR3 1600mhz CL9 RAM
R9 360x
Then re-use the rest of your old system. I assume the PSU of the old system is 300-350Watts, if so it should be ok for the hardware line up above. Else add a power supply to that list as well.
That will get you 80-120FPS depending on settings and how high you decide to overclock the G3258 and give you room to upgrade when haswell prices drop in 2-3 years. As it is now, the 4790K stock is still the fastest CPU for gaming. I dont see that changing until after skylake.

I’d almost pay money to see a C2D or an Athlon x2 with a 7800 GTX play Gw2.
You have to remember that its not only Gw2 using RAM..
This is after 2 minutes in LA.
As you can see,the system RAM started out at 1.7gb(Win7 Ultimate) with only 54 background processes, Palemoon(A 64bit only version of FireFox that runs much lighter on RAM) using the most at ~215mb.
After turning the camera and moving around for 2 minutes the RAM usage is over 3.5gb.

You should take into account that 32bit systems use way less RAM
I remember playing with a stable ~20fps with a C2D, a 9500gt and 2gb ddr2 RAM on the closed beta
They only use less RAM because they’re forced too,as 32bit can only utilize 4GB of RAM total.
The point is,in an environment free of bottlenecks and limitations, Gw2 wants +2GB RAM.
The 32bit use less RAM not because it’s forced to, but because it assign memory in chunks of 4 bytes and 64bit assign memory in chunks of 8 bytes, so sometimes just to assign 1 memory address you take up more RAM than you need.
Guild Wars 2 is perfectly playable with 2GB RAM

Its more that Win-XP used less memory than Win7 because of the way DX-9 is
emulated in Win7.
However i wouldn’t call playing on minimal settings at 1024×768 or whatever
not really “perfectly playable” because else you would have mostly a lot of
OOM crashes with Win7-32 even with 4 GB memory.
But only 2 GB .. i remember i already had swapping without end 10 years ago with
Lineage 2 when i had only 2 GB at that time.
