Everything is maxed. I switch to High shadows and spin my camera real fast, no skipping, change to Ultra shadows and spin my camera real fast, it skips.

Just don’t use ultra shadows, they are unoptimized and anet is never going to optimize graphics. You have a good pc, just lower your expectations when it comes to running the game efficiency. Because the game is anything but efficient.
