EDIT: I found a solution to the problem which I flagged as the answer 
A while ago I started having this lighting issue where objects have checkered looking things on them (with the same color that the light should be) until I get close and they snap to normal looking lights.
This started (or I noticed it) around the middle of September and I haven’t gotten around to posting this issue here. My lighting definitely has worked previously. The most recent screenshot that I have that doesn’t have the bug is from Sept. 2nd and I managed to not take another one until the 25th. I remember noticing the bug, though I am unsure of the date, when I was loading Lions Arch and it took an excessively long time (even for LA) to load; at about 10 minutes I alt-f4’d. When I got into the game a few minutes later, this bug started to appear.
I have messed with every setting available and it, and aside from framerate, it has made no difference, though it is less noticeable on supersample. A little while ago I attempted to perform a repair via the command line argument and it has had no effect. Bad does not begin to describe my internet connection so I would really rather not reinstall the game completely. Does anyone have any ideas on how to fix this problem short of that?
If it helps my system specs are as follows (don’t laugh):
Model: HP Pavilion dv4 Notebook PC
OS: Win 7 Home Premium 64 bit
Processor: AMD Turion II Dual Core Mobile m520 @ ~2.3 GHz
RAM: 4gb
GPU: ATI Mobility Radeon HD 4200 Series @ 1969 MB
In the picture, you can see that in the first picture, every object has that checkered effect around it and in the second one you can see it switch as I move closer.

Woo! I have found the solution! The thing that was apparently causing the problem is that I had disabled Catalyst AI in my driver options.
Just in case anyone else is looking for a solution to this problem, just go to the hidden icons section of your start bar, right click the Catalyst Control Center, go to your video card>3D settings>Catalyst AI>and switch it to standard. It is also worth mentioning that I have no idea why or how it works, it just does.
