Try this. He suggests this a lot when the game won’t download.

You’re running Gw2Setup.exe? Rename it to Gw2.exe and place it where you’d like to install the game.

Be careful what you ask for
ANet may give it to you.

I’m assuming you ran Gw2Setup.exe yesterday? What are you running today? If you tried to run Gw2Setup.exe again, you’re trying to re-install the game. You should be running Gw2.exe.

Yesterday, if you ran Gw2Setup.exe, were you asked where to install the game?

If yes, locate that folder and run Gw2.exe to continue.

If no, check your %temp% folder for Gw2.exe and Gw2.dat. If they exist, copy these two files to wherever you’d like to install the game, then run Gw2.exe. If they don’t exist, rename Gw2Setup.exe to Gw2.exe and move it to wherever you’d like to install the game.

If you were trying to run Gw2.exe however and were encountering your problem, you’re likely experiencing connectivity issues. This should be noted by an error message where the progress bar would have been.

The purpose of renaming Gw2Setup.exe to Gw2.exe is to convert it from the installer to the launcher. The reason for doing that is due to how Gw2Setup.exe acts. It will download Gw2.exe to your %temp% folder, then run it with the -allowInstall option. The problem is, it can initialize incorrectly on certain OSs or due to permissions or security software, resulting in either the login screen being displayed, which does nothing since it’s not actually the launcher, or it might actually run it as the launcher, causing it to install to that folder, which is bad.
