Tearing characters and environment, white dots everywhere.

I just started playing guild wars 2 recently and randomly my character and the environment started tearing and strips of colours started coming out of my character and the environment. When i exited the game to desktop, there were white dots/pixels everywhere on my desktop and whenever i started the game, the strips of colours coming out of my character and the environment were still there. I uninstalled then re-installed my graphic card and that seemed to fix the problem. This problem happens randomly while i’m playing the game, sometimes an hour in, sometimes 5 hours in. Every time this problem happens, i always have to re-install my graphics card. My drivers are also up to date. Here are my specs:
Graphics card: ATI HD Radeon 6870 with 1GB of memory
Processor: AMD Phenom II X4 955
Motherboard: MSI 870-G45
4GB of DDR3 RAM
I’m not sure why it happens but i know for certain it has to do with my graphics card because when i disable it when this problem is occurring, the white dots/pixels disappear from my desktop, of course i cannot play the game while my graphics card is disabled. I play the game on the auto-detect settings. Any suggestions of fixes? or this this a game bug? Thanks.

The white dots/artifacts might be due to overheating you can monitor your graphic card temps. Also try to limit your ingame FPS to 60 or 30 see if it helps.

How do i know how low i should keep the temperature or when it will over heat?

Stay below 90C. Try also setting up the fan to 60-70%. If there’s also dust building up inside your case and gpu try cleaning it as well either dusting if off or by compressed air canister.

From another game I recently played it was suggested that tearing could be caused by having Vertical Sync enabled, IIRC.
I have the same exact video card you do and I don’t experience this issue. I do not overlock my cpu nor use crossfire, if that matters.
