Unable to Upgrade Account
Your friend can upgrade his account by following the instructions here:

He would not upgrade it in-game.

My friend tried both options, in and outside of the game. He successfully linked and upgraded his gw1 account.
Then he tried logging in …
He sent me the following screenshots:

Please note that the e-mail has been removed from the ‘linked’ part of the picture. But there’s nowhere to add the code. On login attempts, the data used to link the account isn’t sufficient.
I’m afraid your friend will need to wait for assistance from the CS Team. If he has had no response after 72 hours, his ticket number can be posted in the pertinent Sticky, ‘Tickets for Review, 3 Days and Older’.

The serial code that he purchased has not been registered yet. He needs to go to https://register.guildwars2.com , click the “Link Account” link beneath the “Create New Account” button, enter the information for his trial account there along with the new serial code, then hit “Next” to continue the registration process. Just to clarify, the account that is receiving that error in the screenshot is not a trial account.
