Unfair Account Termination
Your friend will have to contact support and request help. It is indeed likely your friend’s account got hacked while he was away and Anet closed the account. There is nothing you can do on the forums to help your friend as Anet will only discuss account issues with the account owner.
He need to contact support about it, which can be done under the Services tab here on the forums.

Could you please be more precise? I need to brief my friend onto the exact steps, since he’s not a native speaker and might not handle it himself.

From there he should be able to select account issue and Terminated/Suspended Account and supply as much information as possible.

Skip the services tab, see the three links on the top left of the screen? Forums, Support, Wiki? Click on Support.
From there there is a link on the top right labeled Submit a Request, click that.
From the pull down on that page select Account Issue and have him fill out as much as he can.
I assume none of the official languages that are supported are native or secondary to him, English, German, French or Spanish.

Your friend is going to have to address this issue. CS won’t deal with anyone who is not the account owner.
