Recently I have started to have my FPS capped at random numbers such as: 17, 18,19, 31, ,32, 33 as far as I have seen. Most of the time it is either 17-19 though.

I have tried default clock speeds, disabling SLI, tested both GPUs separately. Nothing that I know of causes this to happen, it just occurs randomly for me. Changing my video settings does not improve FPS (this includes Fullscreen, windowed, and resolution changes). Ping is not relevant to my FPS capping.

As of now, the only way I know to fix the FPS issue is to restart the client. This issue as stated happens randomly on loading a new map (Very rarely) or after loading the game for the first time (most common cause).

PC Specs are as follows:
Asus Maximus Hero VI Motherboard
Rosewill Extreme 1000w PSU
G. Skill Trident X 16GB RAM – 1600Mhz (2×8GB)
Intel i7 4790k Quad Core 4.4Ghz hyperthreaded – integrated graphics disabled
2x Asus Striker GTX 760 4GB in SLI (Overclocked 10%) – drivers are up to date

This issue also occurs on my laptop (MSI GE72- 2QD Apache Pro)
Intel i7 5700HQ Quad Core 3.5Ghz – integrated graphics disabled
16 GB RAM 1600Mhz (2×8GB)
GTX 960m – drivers up to date

Weird,same thing happend to me on reset night this saturday.I got into LA and suddenly my fps got capped around 30 where its normally hovering between 50 – 60 in those areas near the WvW portals.It felt like my Gpu went into 2d mode while it wasnt.

I have been experiencing the exact same problem as well. The weirdest part is that going to the pvp area usually stabilize this to 60 fps again, but as soon i load any other map, it back to being capped to 15~20 fps. Have you guys tried going to pvp?

At first i thought my cpu or something was dying but this is the only game it happens.

Seems to be a very consistently bug too, that happens like 50% of the times i log in, and only fixes it after relogging

I would also like to inform everyone that my system monitor shows that the GPU / CPU / RAM usage all have very minimal usage. This FPS issue does not happen on any other game (tested on: AC: Black Flage, Unity, Battlefield 3 & 4, Call of Duty Ghosts, Smite, League of Legends, and Dying Light).

Ignore CPU-Z for the moment.

Here is the GPU-Z monitors on top of my Gw2 client. (There is one for each GPU). My FPS was not capped at the normal 17-19 FPS, however I made sure the FPS cap setting was not buggy by swapping it to 30 and back to 60 and it did not fix the capping issue. That being said, here are what the pictures are.
(GPUs overclocked from 1150Mhz to 1210Mhz and is very stable)
Pic 1 – High settings with low FPS
Pic 2 – Low settings with low FPS
Pic 3 – Low settings with high FPS (after restart)
Pic 4 – High settings with high FPS
Pic 5 – Ultra settings with high FPS

He’s running dual video cards so on most motherboards that aren’t socket 2011, two video cards are supported by spliting the x16 PCIe to the CPU into two x8.

Oh, my bad.

The performance difference between x16 and x8 PCI-e is non-trivial, only 1-2 FPS at most would change. They are in fact running at x8 because I am running dual video cards and that is as high as they will go with both running. That could not possibly make my FPS in Gw2 cap at weird numbers. And let me remind you and anyone who reads this… this issue is not my computer being unable to bring the FPS up. It is Gw2 limiting the my FPS in the same way that V-sync does, or the 60 / 30 FPS limiter in the Gw2 settings.

Also, this issue has not been around for long. I suspect the update around the time of January 10th has caused this issue (this is not a specific date of the update).

I tried to report this issue as a bug, but it seems the moderators of the forum do not care if their client / game has a bug that causes FPS issues and moved this thread to technical support which I was not asking for in the first place. So this thread is going to die with no one looking into this issue in the coding itself.

That being said, if a moderator would be so kind as to move this thread back to the section to report bugs, that would be nice.

I have a business machine with uses a i7-4770, not overclocked, no discrete graphics card, 8GB (1600MHz). That is pretty close to your gaming machine without the graphics cards.

Running GW2 from a USB 3.0 memory stick I get a very stable fps of 25-30 in crowded zones, raising to 35 to 45 in low population zones. CPU loading average is 25% max 50% at start-up, cpu max temp is just over 60 C – as a business machine there is only one 60/70mm cpu fan operating (pretty quiet) and there is little or no variation in CPU fan sound over the PSU fan noise (also very quiet but the loudest).

I left GW2 to automatically set the graphics quality, this was constant; res1920x1080 settings low – similar to your pictures – except for animations and models which are both set high. Frame Limiter setting is ‘default’, not capped.

It has become clear to me that fps rates are heavily dependent on zone population – even when you don’t see that population. And I suspect that is what you are actually seeing – i.e. the same zone is not necessary the SAME zone.

You could confirm this by leaving the Frame Limiter at ‘not capped’.

For what it’s worth I recently performed this experiment – for a much longer period – using a lowly A6-6400 (two core and again no discrete graphics card) and got pretty similar results as the i7-4770 business machine. The latter appeared to be capable of higher fps but only in lowly populated zones.

As I said, my conclusion was that zone population controlled the fps far more that the graphics card (which on the surface only controls the quality of each frame).

Big discrete graphics cards only allow high fps IF the zone – to be more exact the client or more likely the server – allows it.
