Weird Frame Limiter Behaviour
Same here since the beginning. I like to frame limit to 30 and play on max or tweak it and aim for 60. But aming for 30 I get 25 , dont think its working right
I use radeon pro to limit frames and enable triplebuffer can also enable double vsync(works wonders!!!!)

it’s normal. don’t know if it’s intended or not though.
for nvidia users:
turn on vsync and turn off the framelimiter ingame.
go to the nvidia cp, “manage 3D settings”, go to vsync and choose “adaptive (half refresh rate)” for 30FPS and simply to “on”, if you’re aiming for 60.

I’m using PrecisionX or Dxtory normally, doesn’t work in windowed mode though.
You can also simply turn on VSync in GW2, which limits to the refresh rate correctly also in windowed mode, that eventually introduces some input lag though. But since I didn’t notice any right now I guess I’l stick with that. ANet should fix this though.

duno if they got d3d overrider for your card or not.
if you want the best option for your card tho, just use dynamic vsync.
radeonpro’s method works in window mode or full screen windowed or full screen for me, but you gotta use the commandline arguements to login and avoid the patch UI for it to work properly to inject stuff like smaa.
