I’ve been looking for this in some official capacity, but just haven’t found it. Is it located in some official place? I checked the code of conduct but it’s not there.

All the legal stuff you agreed to is at the link in the footer, very bottom of every page at Guildwars2.com, marked “Legal Documentation”.

As mentioned, you can find these documents at the bottom of every page on the forums or the website. A link leads to the page that contains all sorts of documents, from the UA to the Naming Policy to the Rules of Conduct to a nice, relatively informal Conduct Breaches and Outcomes doc that explains our policies and practices:

Legal Documentation.

https://www.guildwars2.com/en/legal/guild-wars-2-naming-policy/ is the policy which will be interpreted differently by each moderator. Barack Obama, Tom Cruise, Osama Bin Laden, Nelson Mandela, Stephen Colbert, Gaile Gray, Colin Johanson, are examples of acceptable names as they do not reference real life people.

As long as you don’t use profane language and have a little creativity, you’ll be fine!

That is not correct. All of the examples you have listed ARE real life people and are not acceptable.
