Who can help my friend? After my friends account was hacked, account is disabled suspended.

Hello,
Please understand that it is a violation of the User Agreement to transfer or share game accounts (except for a legal guardian allowing their minor child to play). The fact is that there are several reasons why account sharing is a bad idea. Any account in which a password is shared is an account in jeopardy of account security breaches. Naturally, if someone using a shared account loses, mistakenly trades, or sells an item belonging to another player on the account, we cannot become involved. If someone using a shared account resets the password to disallow access by others sharing the account, we are not able to step in to solve the problem until we can verify the original account holder. And if someone allows a non-family member to also access the account, we cannot intervene.
It is for reasons like this that account sharing is considered a violation. This account will remain closed.

The first thing you need to do is edit the post and put in a ticket number. No one can help you without it.

They must have some reason to talk about account sharing rather than hacking. It sounds like someone has the account information and is claiming ownership. You should discuss this with your friend and see if he has any idea what they are talking about. If its been over 72 hours since the last time support contacted him, then you might try posting in the sticked red thread, Tickets for Review (3 days and older).

It says NAMING POLICY in the screen cap, so it looks like your “friend” chose a character or account name that violated the ToS. It also says SUSPENDED (not terminated), so the suspension should expire eventually.

Regardless, they handle these things through a support ticket by the account owner using the account owner’s support account. Typically, however, the wait time for appealing a suspension is about as long as the actual suspension so it kind of works itself out on its own.
