Why cant I play in HD??
With the UI on it looks like im playing the game in full medium, even though I have everything checked to highest possible settings.
There’s two things you can check:
1> Look at the control panel / preferences for your GPU. If it’s possible, make sure each of the 3D settings is set to “Application specific” or similar, so any settings in those preferences don’t supersede game settings.
2> Is your rendering set to Native? You might want to set Supersample, which forces the game to render as if it is higher than your current resolution, then “sizes down” to that resolution. In some cases this might get you undesired visuals. Try switching between Native and Supersample (Options > Video). Do not use Subsample, which will result in graphics being a little blurry (it renders lower than your resolution, then “sizes up” to current resolution) and undesirable.
Try taking a look at those two.

Is it because I have my monitor on DVI rather than HDMI??
No, unless you’re using a TV, in which case HDMI may be interpreted as a TV format.
Changing monitors can be a big difference, as they’ll vary in color, brightness, sharpness and may have other filters applied to the image. When it comes to pixelation, the size of the screen matters a lot, since it’s like resizing an image. Too big and it’ll look stretched.
If you didn’t modify that screenshot and it was taken fullscreen, check your resolution, since it’s an odd 1904×1001.

With the UI on? The graphics noticeably change when you toggle the UI (ctrl+shift+h)? Clean install your graphics drivers.
I’d like to see the graphical differences with UI on/off. That’s an interesting symptom I’ve never seen with GW2.
Not sure what you mean by “pixelated” in those screens. I see low resolution textures though.
Healix is right, that is an odd aspect ratio…I’m hoping you cropped that screen to that size and that’s not the custom resolution you’re playing in.
The ASUS VG248QE 24 Monitor is a 1080p 144hz monitor. I’m guessing, if you’re using a sub-standard resolution to gain FPS, you’re actually hurting yourself.
Should always leave your monitor on its native resolution.(1920×1080)

it looks different in jpeg mode but my screen its really bad. it looks like game is on medium
The screenshot looks like high settings to me. The wood on the side of the house is noticeably different on medium or lower, so it’s displaying high textures at least.
Unless the other computer was running an enhancer that you were accustomed to, such as sweetfx, gemfx or reshade, your monitor is the problem. Try experimenting with its settings, like disabling dynamic contrast and using the game preset.
