Will this machine max settings?

Yes even a 550Ti can run on maxed settings. However in what situation u can run max. depends on your playstyle and CPU. Your AMD will only be able to run WvW at around 15-20 FPS and heavy zergs fights at 5-7 FPS. On the other hand in normal solo/small group outdoor PvE u will probably reach 60 FPS (vsync=on).
Larger events in PvE will suffer from the same problem like WvW, basically every activity u do with more than 5 players will start to degrade your FPS.
Your system will range from 3 FPS in zerg WvW to 100 FPS in solo PvE story instances.
I also think sPvP will be hardly enjoyable with this CPU, given its competitive nature.

If u plan to play and enjoy sPvP or WvW, yes :p
If u just play solo or with some friends in PvE, simply try it with your current system.
PS: The i5-k series seem to be the favorites for Gw2.
I am running a Phenom II 965 @ 4ghz oc + a HD 6870
The lowest i have gone in PVE is 15 fps in a massive event normally i am capt at 60 fps (vsync) without it am between 50-100+
WvW lowest 11 FPS in massive fight.
However in Spvp i am at 60 FPS Haven’t tried without vsync.
The log is Spvp one 3 minutes in fraps
So with a 4ghz you can basicly play everything except WvW
This is everything maxed except shadows and reflection.

AMD + GW2 = bad performance.
Even if you OC it alot, it stil lwont be as good as a good intel chip.
Now intel is betetr than AMD with cpu’s BUT that isnt the reason the performance is so different.. it has somthing to do with GW2 optimisations o AMD cpu’s.
Atm if you want good WvWvW results you need a i5 intel chip OC’d 4ghz or above. AND a good gpu.
My 560ti which is OC to 950mhz core clock and 2270mhz memory gets bogged down in heavy pve ..it would be even worse in WvWvW with 50+ people on the screen all using skills asuming the engine can hanlde the stress and the CPU can keep up.
I think you GPU ‘should’ be enough ..but your CPU wont be.

I have dual GTX 670s and an i7 3770K CPU (overclocked,) and I can’t maintain 60fps on max settings (vsync.) I have to turn reflections to terrain and sky to maintain 60 fps.
It’s definitely playable to use refelections set to all though.
OP i got a similar system, pve will run between 25 to 50fps
WvWvW will dip to around 12fps in heavy fights.
I have a phenom 2 x4 965 and the only areas that run like crap are WvW and some of the cities spvp and pve i run anywhere from 35-60+fps however the main reason i got this game was because of WvW so for me it sucks but spvp runs just fine.
I will just have to waint until i can afford a new rig for WvW to run good.
What do you guys think of a AMD FX-8150 8-Core 3.6GHz.
Thats what ide get for my Phenom II x4 3ghz

I wouldnt go AMD if your wanting to play GW2 atm. I beleve (depending on where you are in the world) that you can get a intel i5 for the same price (or close) as a AMD FX-8150,, which would run a whole lot better.

WvW is full of extreme situations where you have more than one hundred players converging in intense battles. Quite different from PvE.
Of course, GW2 has Culling to try to limit this impact but even so you can see why we need a much more powerful system to handle WvW.
well, i wont buy a new mainboard just in order to get an intel cpu.
