The primeval gear is soulbound. So when you put it on an armor it is only usable on that character.
If your characters are gone, this means that you (or someone who had illegal access to your account) has deleted them all, including the gem store item.
If you want to ask for a resolution you need to make a support tickets. In general they don’t help you if it was a user error, but context is very important. So support will help (answer) you if you file a ticket.
