The “evil little brother” event usually doesn’t justify having an account roll back. You are responsible for securing your account and not allowing others in your household access. Generally accounts only get roll backs in the event of being hacked from an outside source. In your “evil little brother” scenario there is no way to determine if you deleted things yourself or if indeed it is one of the many “evil little brothers” that seem to run amuck.
Either way, the best you can do is contact support. Keep in mind they do keep IP logs and will be able to tell where access to your account came from.
The only time they restore accounts is when someone is hacked by someone outside their location. If someone accesses your home computer then no, they don’t restore accounts.
Sorry for your loss.
As others have said, no chance so don’t bother opening a ticket as they there is nothing they can do for you.
As a side note, you could ask your parents to put your brother up for adoption, I certainly would in your position. ;-)

Good luck with TERA and make sure you don’t allow your brother to access your TERA account. I would suggest you not have your password saved for login in the event he get’s mad at you again.

The info that our forum members gave you is correct. With regret, we cannot restore or “roll back” an account due to an in-home “hack.” There simply are too many risks in adopting that as a policy.
Remember that if you decide to come back to Guild Wars 2 in the future, your account will be waiting for you. Perhaps your brother will be kind and buy you a gem card or something to help you rebuild!
