Guild Wars 2

i bought gw2 in the past but I got a refund. but then today I bought it again and I applied it to the same account I had gotten a refund on, and I can’t login now because it says that my account is closed due to a support ticket for a refund. i sent in a support ticket but havent gotten an answer, i just want to log in. is there a number I can call or something??

Yah. You got a refund so that previous account is permanently closed and you can’t reopen it or apply a new serial number to it. Any account you have now will be brand new.

So folks with a GW1 account that asked for a refund on GW2 can never link their GW1 account / Hall of Monuments rewards if they later get the game again?

If they link the two together then get a refund, then no they can not. If they had not linked it before the refund then they can.

I do believe before you get the refund you are warned that the account will be closed and the card used can never be used again with them.

“Be aware that if one gets a refund, the account is permanently closed AND the credit card associated with it is disabled and may not be used in the future in any purchases related to Guild Wars or Guild Wars 2 (or any other NCsoft game). This means that it may not be possible to simply get a refund and start a new account”.
