If you file a ticket with Anet customer support asking them to release the account for a new serial code, they can assist you. The only time they cannot assist you, is if you were the one to do a charge back for the money. But since you didn’t do that kind of thing(?), you should be successful in your request. Just something to keep in mind, when Anet refuses a game purchase, and not you, the funds are either returned to you, or your money is not charged to begin with.

Also make sure to include all the necessary information in your customer support ticket. Don’t make multiple tickets (it’s not like making more will make the process go faster), simply add new information to an existing ticket if it’s applicable. Of course after 3 days of no reply, you can always post your support ticket number for review in the following thread:

Make sure to wait 3 days before posting in that thread, else all you’ll get is a message saying that “3 days has not elapsed yet, please be patient”.
