i7 2600 + HD7970 = 1 to 2FPS
I doubt a new install would do anything. It sounds like something is overheating, probably the gpu. Do you have temperatures recorded at the time the fps drops?

it sounds like your gpu is getting caught in idle performance mode, or maybe your cpu is not switching to performance mode while gaming, or maybe your psu is getting hot and undervolting your gpu
run the Heaven Benchmark 4.0 tool, note down the temp and the score and voltage. play the game as normal, see if you can get the issue again, if you get the issue again, run Heaven Benchmark 4.0 again, check the score again if the score is lower then you might have a driver or heat/voltage issue.
for the cpu run prime95 for 15mins, this is normaly enough to check stability for gaming, make sure your cpu is running at the correct speed, check the voltage and temps, you should not ever get over 70c on stock cooler and stock speed.
if all is fine, you may have corrupted system drivers, reinstall motherboard drivers and graphic drivers.
1. make sure u hae decent cooling.
2. clean all the dust out of your hardware.
3. make sure your GPU is running on maximum power and not power saver.
4. make sure your OS is also running at max power and not power saver.
5. run a repair on gw2
also try and run gw2 off an HDD it might be an issue with your SSD set up

CPU and GPU are 50%-100% on full load .. same as always
All other games run fine, all Benhcmarks are normal. 3D mark, Prime, everything, Its a Gigabyte costume 3 fan heatsink OCed GPU the temps are lower then anyone else online. i have 6x 140m fans in my Fractal R3. CPU is at 32/c and GPU is at 60/c cool as ice! 100% full load idles at 40/c
I’ve played GW2 for 9 hours without stopping.. not a single problem.. i exit, come back into it hours later and its 1-2FPS.. restart pc and its back to normal.. this is in no way a thermal problem its like the HD7970 drivers are not kicking in and the GPU is running with Standard VGA drivers.
Already tried everything suggested.. the PS is an SilverStone Strider Gold Evolution 750W 95% efficient….all my parts are top qty i always get the most reliable
I’m pretty sure it is a corrupted driver thats not switching on because I’ve reset the videocard ( screen flickers off and on while in windows ) and that also fixed the problem ) NO need to restart .. ( restarting also resets the GPU driver )
No permanent fix for this.. thats why i’m thinking its a format time :0(```` doh!
