:ocal.dat in use/locked
See if you can stop the process in Task Manager? I’ve no idea, as I don’t use Win10.

Open the resource monitor (ctrl+shift+esc > performance > resource monitor), select the CPU tab, select associated handles and search for Local.dat to find out which process has it open. You can try to kill it, depending on what it is, by right clicking it.
Alternatively, start in safe mode or recovery mode and delete Local.dat.
