Did you do an upgrade over Windows 7, or did you reformat the drive before installing Windows 8.1?
If it was the first, upgrades over an existing OS are known to have weird problems. You should always format the drive to install a new OS.
get GPUZ and check pcie bus speed?
Or your card’s dynamic clocking could not be speeding up for gw2. Iv had some issues with this that were fixed by just running OC software in default mode.

I completely formatted my hard drive before installing the new OS. this shouldnt be a problem, thx for the reply though!

GPUZ is saying it is running on a PCI-Express x1 v1.1
Tough the fps problem is only with gw2, Games like titanfall and League of Legends work perfectly fine!

I have been looking around in the BIOS and i really have no option to configure this at all.. I think this is because i got a OEM pc, so everything is hidden for me.. dunno if thats true tho.
You also said something about power settings, ive set them all to the max performance so that shouldnt be a problem.
Also, isnt this hardware related? isnt the pci-e slot just too slow for the card?

it is not a hardware problem per say. The video card is in a x16 slot, but that slot does not operate at x16 all the time to save power. Most of the time software adjusts the slot speed but there can be a few hardware issues too.
The software fixes are different depending on each machine. It could be windows, it could be the drivers, it could be oc software needs to be running.
You can also pullout and reinstall the video card to make sure your connections are secure and that the slot is clean and unobstructed. Or your bios settings are correct (though with oems the settings are very limited).

He probably checked it when he was on IDLE on the desktop which is when the gpu is at power saving mode and shows pcie speed as 1.1 or whatever. I believe if he checks it while the game is on the screen it will show correctly.
