4 GB of internet traffic per week
First you have to factor in the patches every two weeks. The main ones tend to be in the 200-300MB range while the “fixes” are in the 40MB ranges. So lets be generous or pessimistic and say 1GB a month for patches. You should make a backup copy of the game after every successful patch to avoid needing to download the whole thing again which would take you a month with that weekly restriction.
As for game play, I haven’t seen it more than 20KBytes per second in huge events. Standing around in a city is under a 10th of that. At 20KBps that’s over 50 hours of game play a week worse case. Don’t you have homework to do? :P
Just don’t Hulu/Netfix/Bittorrent or run cat videos on YouTube at 1080p and you should have plenty of bandwidth every week for a few hours a night. And even use the Internet for “gasp!” research for class.

I would also recommend using software like BitMeter to keep track of how much data usage you have used during a week/month.

You can tell exactly how much you are using and how much you have left so you know if you will need to take a day or two off or limit how much time is spent in-game for a few days.
It also includes a data usage restriction meter. Just enter your 4GB/week data usage limit and BitMeter will warn you when you approach that limit. Should check it out.

I use NetWorx to track my overall usage. Last week I used nearly 7GB but I do stream TV shows and watch YouTube videos at 720P or Vimeo at HD.

That is also a nice little utility. I may switch to using NetWorx instead of BitMeter as I think I like the user interface better; it seems more professionally and intuitively designed as well as having more options.
