Can this computer run the game?

if ur interested in WvW or large dynamic events ..then no.
if u just want to PvE ..like doing quests and the odd dungeon. then ‘yes’.

So what part(s) of the build’s the problem?
CPU.
U would need a Intel i5 (2500k,2550k,3570k,4670k) at the very least. That means a different motherboard aswell.
But dont build JUST for this game, its very unoptimsed thats why a strong CPU is needed for WvW and such.. even then ur unlikely to see FPS higher than 30 in big WvW battles. And really big battles coudl see as low as 20. if u run a AMD CPU ..specialy withut a OC.. its even worse.

You might try for an intel I5 or better at this point the game does not run well on AMD processors.

Alright then, and an i5 would allow me to run it on? (Assuming I kept all other parts, bar mobo, the same)
Asuming its one of the CPU’s i listed, then yea. it will play almost as good as can be done. I say almost becouse OC’ing can help, and so can having an i7 over an i5.
So yea, an i5 will run and play the game. Atleast WvW and such large events will be ‘tolerable’. if u tried it with the listed rig in ur OP then it would likely be unplayable in WvW and large events.
As for settings. Well the game visual settings are more to do with ur GPU, a 7770 being a ‘low end/entry gaming’ GPU would allow a mixture of medium & high settings at 1920×1080.

You can get by with an i3 just fine. With the exception of the larger t1 zerg fights, the framerate will stay at a playable levels, even if it does get really choppy. Even in the huge 3way map zergs I’m able to play decently.
An i5 is definitely ideal, but if you want to save money an i3 will do well enough, even if you may have some issues with larger zergs.

Alright, thanks. I was just aiming for Medium settings, I’m not really expecting great things from my rig, just want something that’s better than what I’ve got, and might aswell see if it can play games, eh?
I’ll go for the i5, just because it seems so much better. Dunno if I’ll be using WvW too much, but whatever.

Yes this computer will play PVE content fairly enjoyably. I recommend turning off shadows and reflections and leaving render sample at native for world boss events.
