It’s not random :p The local.dat file is located in your ‘my document’s’ in a folder named Guild Wars 2. It holds all of your current settings and resets everything back to default (settings-wise). Sometimes this file gets bloated or corrupted and just needs to be refreshed by deleting it and when you launch the GW2 launcher, it recreates the file.
