Graphic Option → Character Model Quality to High?
I tried that, no joy..

I experienced similar issues for the past 24 hours. Everyone appeared to be wearing a white “cookie cutter” outfit based on the material type template…very annoying.
I used the information found at https://forum-en.gw2archive.eu/forum/support/tech/FPS-and-Performance-based-issues-1 and followed the settings outlined there and my problem was fixed

I can’t seem to set Model Quality to high? It goes Lowest – Low – Medium.
Model Limit goes to highest.
Don’t waste money upgrading your PC just for GW2. There’s no point. ANet is not gonna optimize the engine anytime soon. Their way of “optimizing” is by giving us the option to make the game look even uglier.
If you wanna enjoy the game with higher fps, you’re going to have to deal with the option that makes everyone look like everyone else.
Dont upgrade, not unless ur on a very old rig.

35-60 in La
25-60 in WvW
60 in PvE
30-60 in busy large dynamic events.
Settings? ok yes they are maxed with supersampling and even 3200×1800 resolution downsampling..but still. My GPU is NOT maxed out, and my CPU isnt even breaking a swet.
The price/performance of upgrading for GW2 specificaly, is appauling.
Now as i said if ur running an old rif like a Core 2 quad or duo, or an old AMD cpu.. then yes upgrade. get a FX6k series or better or a Intel i5 or better. if ur running somthing like a 8800gts graphics card of a 4000 series AMD.. yes upgrade. .get a 7870XT or 660 or better. ..but at this point that wont be for just GW2, its simply a neccessity if ur a gamer. PC’s dont last forever.

Tried and everyone in LA has the same outfit still.

It’s because the WvW Character Quality setting is set to Lowest.

Actually it’s set to medium.
I’ve made PARTIAL progress. Character model quality is set to medium, and so is textures. I see light and medium armor players fine, heavy … it shows the correct style but the colors, and textures look like a 3 year old painted them. So it’s some form of low res. substitute I guess.
