It sounds like a configuration issue. On my router, “Filter Anonymous Internet Requests” is enabled.
On my PC I don’t use a 3rd party firewall – just the Windows firewall. You could try resetting it to defaults. Make sure ‘Core networking’ is allowed through (private only for a home network).
Unfortunately, there’s only about 1,000 things that can go wrong with Windows networking; so you’ll probably need to just go through all the settings on the router and PC.

Hi guys, For a while I have had no issues, smooth frame rate and no delays. Although a while a go at least 3 months, I would have very bad delays about 3-5 seconds before a skill would go off, it was celarly not a frame rate issue and this was after using /clientport 80 (which is better than the launcher without it). It was a pain! But one day it just suddenly stopped on its own and it was great =D . . .
I recommend unchecking or disabling “Filter Anonymous Internet Requests” since this feature is designed to block ICMP packets and a source of overhyped security concerns for a consumer desktop. Also uncheck or disable SPI (stateful packet inspection) if you decide to keep using an external router when gaming especially while playing GW2 since the stateful inspection may actually deform the games network packet headers like removing data from the header. The problem with many of the consumer routers out on the market is they have buggy or even outdated firmware on them that doesn’t work well with the latest IETF recommendations and the updates Microsoft has included to the client network stack in Vista/Win7/Win8. Unless you are willing to spend a lot more money on a higher quality router like Juniper Networks or Checkpoint or Cisco; or, you are willing to update your router firmware with one of the open source solutions available, then beware of what router you use and that it actually may be hindering your gaming experience.
