Are you sure you plugged it in the pcie x16 port?
Also check CPU-Z and GPU-Z for your link width. If it’s x1 or basically anything less than x16 we have a problem. There have been reports that CPU-Z shows falsely x1 if it’s opened before the game, so make sure you launch GW2 first.
Also try reinstalling/updating your video card drivers, that might solve it too.

FPS issues in LA are CPU based, even an overclocked GTX 780 Ti wouldn’t get acceptable framerate. I’d say the fps you’re having is completely normal (which is not accetable)
it is not exactly true my friend who has the same proc and gtx 650 ti boost has better performance than i, almost everywhere in gw2…What is more for a few days i’ve been playing on computer with i7 and r9 290 and fps were also poor

Download GPU-Z and run your game in windowed fullscreen and monitor your GPU usage. When you’re in LA I bet it wont go much higher than 70%. I have GTX 660 and I’m at ~50% in LA, even supersampling on. Trust me, it has been discussed countless times that this game requires more CPU power than current market can provide.
I believe you, but aside of procesor problem this game likes nvidia more, like i said my friend with much weaker graphic card has better fps everywhere, kitten it is ridiculous that after almost 1,5 year nothing has been done with optimalisation

Im getting good FPS with r9 290/i7-4770k so its probably drivers or something.
E: what i consider as good, i never drop below 30fps every setting maxed out in LA.
Try newest beta drivers, i use those.
r9 290 OC+bios mod(accelero xtreme III)

Yeah, the other reason why I wanted you to do the test is to see if there actually is something wrong with your specific card and not the whole card batch. There might be a driver issue, a link width issue or something else.
I haven’t heard of nVIDIA being more in favor in this game, which is kind of weird also, since typically Radeons perform better in games than GeForces even if they were on par in some synthetic benchmarks.

That’s not the graphics card, that’s your CPU causing the slowdown due to GW2 being CPU bound. The fact is your i5 is struggling to keep up with the demand that GW2 is placing on it.
I have an i7 4770k @ 4.3ghz and an R9 270x and I get 30+ fps in LA around the mystic forge. Same card, lower clocks on the card but higher frame rates, simply due to my CPU having more “grunt” than the i5.
Its not a Radeon issue, its the games crappy threading.
