GW2 has been lagging on me since day one. Its unplayable. I am 101% sure its not the latency. It lags even on the lowest setting possible.

I’m sorry to tell you this, but your PC was decent 5 years ago. Pentium E5400 has only 2 cores that aren’t exactly too powerful either, 2 GB of memory runs out very quickly and 9800 GT, well let’s say 1360×768 resolution is probably the maximum. Your best option is to pretty much do a full system upgrade.

You have a 32bit OS, so 4gig “memory” is the most it will recognize, your 9800 has 1gig ram, and other system memory will be subtracted from that…
Your motherboard only has 2 slots, i assume you have 2, 1 gig sticks in it and not 1 2gig stick…. If you have 1 2gig stick, you could get 1 more in prep for OS upgrade.

Personally I would upgrade the following order…
OS to 64 bit
4 or 8 gig of ram (2×4s or 2×2s) DDR2 is not cheap these days unfortunatly…
CPU – That motherboard isnt horrible for what you are doing, after the OS and memory upgrade you should be pretty “Ok”
Video Card – I put this last but its tied w/ CPU in my eyes, some Quad Core chips (your board says it will support) may be cheaper…

Mobo (if needed)/CPU (eventually)/Ram/OS, then GPU at some point.

RAM+OS first, then bump up the CPU, then the GPU.

I would start with a 3rd or 4th gen Intel i5 or better and Motherboard. And Installing Windows7 (or 8.1) 64bit.

That is where I would start.

Your GPU is weak, but your CPU is weaker. If you had the cash to also upgrade the graphics I would suggest getting into a HD7790 or R7-260x for about 100-119 bucks or so (Dont pay any more then that for those cards). As they are MORE then enough to get you buy.
