How to access fan control, asus?
Most OEM computers are BIOS locked, there are some programs that work with some mobos to change fan speed, however, you can not change the max speed of the fan, if the fan for some reason is not spooling up to 100% and over heating, contact ASUS, if it is, there is nothing you can do, once the fan hits it’s max speed, that’s all there is, and laptops tend to hit that speed pretty easy because of poor cooling in such a cramped space.
Pick up a laptop cooling pad. I think Xigmatek makes a decent looking steel mesh one, and Xigmatek fans have done great for me in the past as well in regards to their HSFs.

2 final questions, how do i tell what my min or max fan speed is or whether my fan is even hitting 100 %? And 2, how effective are cooling pads for keeping the laptop cool while gaming and lowering cpu/gpu temps ?

The thing is, a cooling pad is one of your only choices, being a laptop. If it were my lappy, I would both pick up a cooling pad, then rip open the laptop, and apply Gelid GC-Extreme.

Indeed, laptop cooling can be a kitten.
Many high end laptops fall into the same trap of having wicked (for a laptop) hardware but the chassis has poor airflow.
IF your laptop has a*bottom* intake, then a cooling pad will help. If its a side or front intake then a cooling pad wont do anything.
Replacing the TIM can sometimes reduce temps by 2-10 c depending on how crappy the original TIM is. GC-Extreme is one of the joint top non conductive type TIM’s out there, only things that are better are liquid metal compounds.
As for fan speeds, as already stated by others, 99% of laptops have OEM restricted motherboards which means fan control can be locked off.
