Uhhh, eventually at some point in the process of installing the game it needs to download all the updates since the launch of the game. Might as well download from the internet since the stuff from the disk is mostly ancient news by now.

Confirmed, you can’t. The disc is pretty much just the client that allows you to download the current game files. Pretty much the same thing you download from account.guildwars2.com when you don’t have a disc.
Kyllaa – but the discs are filled with data!?

Seeing as this is already 2 days old, you could have already downloaded the entire game assuming your download speed on your internet connection is faster than 97kB/s. Even a 1Mbps connection can pull that.
If you pay for data then I can understand your issue and I recommend making sure to have enough for about 500MB-1GB per month for GW2 updates alone.
Turn off your internet access when you toss the CD into the machine and see what happens.

It IS because internet is expensive here. I did try to cut the internet while installing, but it won’t do anything without internet. ;-(

If you start from scratch by removing everything Guild Wars 2 from your computer, disconnect the internet, then toss in the disk. It should get data from the disk because the system shouldn’t know any better that there has been patches without an internet connection.
If that doesn’t work, I’m at a loss. I can’t replicate your situation because I have moved past CD/DVD ROM drives and just use the internet for everything. You can issue a support ticket to get an answer from ArenaNet themselves to see if they can’t help you.

You’re still going to need the Internet following a complete install (if you can even install it without the Internet at all), the client auto-detects for patches on loading… Gw2 uses lots of Internet for those.
We could implore them to include total patch sizes with each one somehow for monitoring, but it won’t solve the problem.
I had the same issue in AU with Internet there, very expensive and very limited bandwidth for crappy speed and loss of connection issues. Hope you can find a resolution.
Plus, the files from the disk are not downloading, they are only being checked. It just seems like they are being downloaded again.

Go to where ever you installed the game. Most likely C:\Program Files (x86)\Guild Wars 2\ check to see what size the gw2.dat file is. To do this, right click on the file and hit properties. If it is anywhere near 15GB then you’re set to update the game from the internet.

Not sure I follow what you are saying. (sorry, I could just be reading it wrong, it happens on my end sometimes lol)

I meant that files that have been installed from disk will be checked by the launcher before continuing with the files that still need to be downloaded.
Same as when you stop a download to continue it later. The launcher will check the files at a very high speed but it seems to be downloading.
Ah yes, that does happen when it verifies the files sometimes. They use a download progress bar while verifying, but it looks like it’s downloading super fast.

I know that it downloads, because the SPEED it “installs” with is the same is my internet speed. (around 500mb/s).
However, i can not see it in “windows task manager, networking” – that might mean that it does NOT do something “internal” on my computer, right?
I’m quote confused.
Even if you can install the game without internet connection, you wil have around 10Gb of updates to do when you try to play the game. So you will have to download in any case.
