How well will this computer run the game?
Very well. Also for the record, the i5 3317U processor is a dual core.
But the game runs good on dual cores anyway. I’d wager what was holding you back was the lack of decent graphics chip for the game. HD 4000 is good in it’s own right for small things but the GTX 650 TI will eat this game.
I think the system specs you listed will do just fine and you should go ahead with it!
Everything depends on what you consider “running the game”. If you’re running on low resolution and everything med/low it will run it. If you want to max most settings and run in 1080p or higher, that system isn’t going to cut it. That’s more an entry level Gaming PC than a mid-range one.
If you’re willing to spend a bit more, invest in an i5 quad-core and a GTX660/GTX760.
I don’t believe an i5 is needed, nor an upgrade to GPU.

then the specs you listed at the beginning will be more than capable
As said everyone has their own definition of “running the game”. If you do a lot of WvW for example, the budget machine will struggle to keep a playable framerate with anything else than low settings. If you on the other hand tend to solo most of the time and don’t mind that your framerate will dip (seriously) in big events, the budget machine will be alright.
I’m running a i7 3770k OCd to 4,2Ghz with a GTX670 and I feel my rig isn’t running GW2 well enough, because I can’t keep a steady 60 FPS in big events and WvW with everything maxxed.

That’s because the game’s software platform engine is a POS. If it was optimized well enough and stuff, I bet you’d get like 90 or more FPS in wvw. :F Also just in case you don’t know, people with computers that have i7 3930K overclocked to 4.6 GHz aren’t hitting 60 FPS in wvw either.

True enough, but I’m not holding my breath waiting for improvements on the game client

Well I have a full time job. Spending 300-500 euros per year in a hobby isn’t that bad I calculating in the return from the old parts which I usually sell.
