would increasing ram from 6 gigs 1333 to 16 gigs 1600 help at all? or would the difference be hardly noticeable?

The difference would be barely noticeable, if at all.

RAM is temporary storage space. If you aren’t currently maxing out the 6 gig – then you’ll just have more memory that never gets used. Of course, it doesn’t hurt to have more – but I would only do it if it was a really good price deal.

I do not believe that that you would experience any noticeable performance increase. At best, you would see zones load a little faster, but that is pretty much it. My PC has 4 gigs and with the game running, it still has some room. 6 gigs is plenty.

It really depends how many other applications you use at the same time. If you have Steam, Chrome, Guild Wars 2, Mumble, and other programs that you use and have them all running at the same time they will require more RAM to stay responsive. In normal operation, my computer never sees more than 6GB of RAM in use so 16GB would be overkill for me. If you’re maxing out or near maxing out (90% or greater usage) the 6GB you have right now, then sure, upgrade to that if its a good deal.

For the average user I don’t see more than 8GB ever being used at one time.
