Keep Windows Aero enabled?
maybe you accidentally messed about at the compatibility tab of the launchers properties.
rightclick on the GW2 icon —→ properties --→ compatibility
if “disable desktop composition” is checked, uncheck it.

Basically windows Aero is much more trouble then it is worth , if you want something fancy try installing some KDE windows managers

Also, am I correct in my assumption that Aero disabling is now a default feature, or is it just me?
nope, it’s not a default feature.
you might wanna check out if some background program interferes somehow with the GW2 launcher on startup.
to do this, perform a “clean boot”.

then start GW2 again to see if your problem occurs again.

Compiz is for Linux, unless there’s a Windows version I don’t know about.
For the OP’s question -
I’m not seeing any changes regarding Windows Aero and GW2. The only thing I can think of that would disable it is a change in the compatibility settings for GW2; such as setting GW2 to run in Windows XP compatibility mode.
I found my problem.
I installed Lucid Virtu MVP recently to play around with it and the HyperFormance mode was disabling Aero. Strangely it only started doing it recently despite being enabled for the last few weeks, but turning it off solves my issue.
