Low fps - CPU upgrade advice needed.
tbh I am experiencing similar fps with a much lower spec pc…
intel core duo 1.8ghz
2gb ram DDR2 1066
and a ATi HD 5670
well it will run better for sure, your CPU is a bottleneck and additional ram (and adding dual channel) will help a lot. However please take into consideration, Socket type am2, am2+, am3 to make sure your mobo can support it also keeping an eye on your max ram in the mobo (I know some of that era were cheap and limited it to 4GB).
I can’t remember specifics atm but I know there is a thread on GTX550 optimization somewhere that may help a little.
I would agree don’t worry about your HDD’s unless they are grinding, knocking or whining.

Mobo is spanking new, can support both the new CPU and the RAM (why on earth I didn’t change to Intel when I bought new mobo :/ ) Just read in other topics that the game runs bad on AMD cpus and nvidia cards ^^
I have it on a 1100T but its far different in power. If you plan on sticking with this system i would suggest doing to the upgrade regardless. If not I am sure a good i5/i7 would do wonders.

Truth is, an AMD cpu+mobo is about 2/3 of the price of an Intel system, maybe even less, and it’s usually nets the same performance (-10% max) and I’m a broke university student AMD can be a miss sometimes, but it’s usually lazy developers who don’t optimize for it, assuming everyone has the de facto Intel gaming pc

AMD X4 965 will definitely help. During WvW sieges you’ll likely see sub 10fps still due to the (AMD) CPU.
Regarding the RAM, just alt-tab to windows Task Manager and check whether you have memory available. I run on 4GB with at least 800MB free with Google Chrome and a couple extras running.
Option #1: Spend $90 for a better experience but still not 100% playable. Option #2: Spend $250 on a new i5/mobo combo. But then the 550Ti will be the bottleneck, you should stay above 10fps in sieges.
