Low fps but meet minimal requirements
Where are you measuring FPS, and what settings?
(Go through Part 1.1 update drivers, and Part 4.1 to troubleshoot further.)

Minimal requirements are requirements that need to run. RUN this game. to just open it and see main menu and character slots.
Minimal requirements do not guarantee That You will SEE minimum of 30 fps At all times with RIG presented in minimal requirements
The fps ur getting is normal for GW2, the minimum requirments as stated above do NOT mean the game will be fully playable by normal standards, i.e 30fps average.
Recommended specs how ever do mean ‘playable’ however Gw2 has no recommended specs becoue they would adversly affect GW2 sales due to how high the spec’s would be, not to mention they are not allowed to recommened OverClocks, which are required to keep above 30 fps in ALL cituations.

your lucky you can play at all honestly.
this games very poorly optimized and runs very very poorly even on top end systems for most people, I have friends with X series intel chips who dont get stable 30+fps in WvWvW or in LA……
from what I read on reddit and such, anet are “working on it” but dont expect the game to run great even on top end hardware.
as to your cpu, you really need to oc that Q9300 to at least 3ghz to get better gw2 perf……the games insanely single thread Dependant…
PCP&C 1200watt TC, Crosshair V F-Z, Sapphire 290x
Top end intel CPU’s can get good performance.
The problem is that many dont understand what type of top end they need to look for nor what they include.
For example many people beleve that the AMD FX 8120 is top end and would be great for GW2. Unfortunatly as we know, AMD cpu’s dont have good enough single thread performance to stop GW2 from droping below 30 fps in those intensive WvW battles.
The ‘top end’ cpu’s’ for GW2 are the ones with good single thread performance and are OC’able. Get one of those and OC it (as they r designed for) and u can run GW2 without dropping below 30fps anywhere, and have good high average FPS
I.E. 2500k,2550k,2600k,2700k,3570k,3770k,3930k.
As for X series chips ..well there are only 2 that would run GW2 well, both of which r insanely expensive: 3960X and 3970X
So ur friends with X series likey dont have them in which case they are gunna be old and not so good now anyway. Like the QX6850 or i7 965X or 980X. All of which are low on the single core performance and thu wont be running well with GW2.
Its a PITA tbh becouse most people wont know that GW2 is bound by the CPU’s single thread performance ..nor what ‘single thread performance’ even means.

I get great performance on my 3770k and I havent OC’d it yet…. out of the box. Of course I am toning down a couple of key settings in game.
I disagree with everyone, u are getting way too low FPS for ur system the hd4800 was top of the line 4 years ago, which makes em at least as fast as a GTX 260, they can run the game on mid/high settings at 60+FPS. The CPU is a slow but is a quad, it should run the game at least at 30/40 FPS on most PVE scenarios. My recomendation is to check everything is running fine, temps stuff like that. I would start by opening the case, unplug the video card, memory and every other thing atached to a PCI slot and clean everything using air, clean the videocard and all the fans inside.
P.D: My Gf has the same processor and a GTX 8800 and she even plays WvW, not desireable frames but playable, most of the time over 30 FPS
And u guys are also wrong about minimum requiremts, minimum specs guarantee a minimal accpetable gameplay at the lowest settings AKA 15-30 FPS during PVE. Otherwise u could suit the developers for false advertising.

Im not sure where did You got that from but Your wrong.
Minimum requirements mean only that You will be able to “run” / “start” game on that system nothing more.
Recomended settings on other matter allow or should allow You to cap 30 FPS in every single situation.
Due to WvW and CPU performance issues a 30 FPS at all time in case of GW2 would mean an OC recommend which company cannot state.
Thats why GW2 is one of few games that don’t have a recomended sett.
Every game out there you will see some subset of users crying over the minimum requirement spec with the thought of possible class action lawsuit for false advertisement. However, I have yet seen one actually successfully gone through. There is no such definition of 15-30fps as minimum. To have one would be crazy considering how each PC varies in component/configuration.
Side note: The OP of this thread hasn’t even responded or updated in the last two days, so im assuming he/she got it resolved.
