If your IGP is enabled on the CPU, you are going to be pushed down to 8×. You can also have issues where the CPU is stuck at 1x due to power saving issues.
GPU-Z will tell you what your card is at, but you must run it while GW2 is running. Set the game to windowed mode.

I downloaded GPU-Z and have attached the results. I’m not sure what I’m looking at here.

Your GPU is in its sleep state and stuck. (PCI-E 16x @ v1 = Sleep)
You need to probably do a driver wipe and reinstall.
Alternativily you can install MSI Afterburner and set the power slider to +5, +10, or +20. Which ever gets your GPU to ‘wake up’.
But thats the issue for your system.
And it can be caused by 3 things
1. bad/weak Power Supply
2. Bad BIOS on the GPU, or a bad OverClock
3. Driver issues.
If the slider trick works, its either your PSU or the Drivers. If you get your card to wake up and your system starts to crash/BSOD/Reboot while playing GW2, then ill bet 90% that you need a new power supply. However, if the game just crashes to desktop then its probably just drivers.

Thanks, I’ll start working through your list of possibilities. I downloaded MSI Afterburner. Again, I’m not sure what I’m looking at here, so I’m not sure which slider is “the power slider”. Assuming it is the Core Voltage – I cannot seem to change this at all.
This screenshot was taken with no GW2 running. Should I have GW2 running whilst I tinker with this so I can tell if it “wakes up”?
It might also be worth me checking something. The Power Supply I have has a PCI-E power cable with 2 ends on it. I have therefore used one cable for the GPU. Should I have used 2 separate cables? I rather came to the assumption that if a cable had 2 ends on it then both could be used to power the GPU, and therefore saving on the amount of cabling inside the case. Not sure if this makes sense – but the suggestion my Power Supply was weak had be wondering if this could in fact be an issue.

I just tried reinstalling the graphics drivers. Whilst GW2 was loading the bus interface in GPU-Z was reading PCI-E 16x @ v3.0. As soon as I tried to load Hoelbrak it switched back to v1.1. Closing the game it seems to remain at v1.1.
Edit 2: Actually it slips down to v1.1 a short time after windows loads.

Further updates:
I ran the render test in that GPU-Z program and notice that it flicks up to v3.0.
Does this mean there’s a problem with it recognising when I’m playing GW2?
No, GW2 doesn’t use much GPU power. 50% mostly. Did you update your BIOS?
it looks like your GPU is not getting enough power, or its over heating.
what are the temps on your card while Games are running and when the system is idle?

What is the wattage of your Power Supply and how do you have the additional power inputs for the Video card connected?
I know this sounds corny, but have you tried reseating the Video card?
