New computer advicing
It does have a more powerful GPU, at least by a factor of two so it should be able to run at higher settings.
It’s unclear if the CPU is more powerful when fully loaded, since you aren’t specific enough with what you currently have I really can’t compare.
Remember WvW isn’t affected nearly as much by GPU as it is by CPU so if you run at low graphic settings because of your performance in WvW, that isn’t the problem.
Also you should be aware of screen resolution and how that can affect overall performance when the game isn’t as CPU bound.

i7 3517U 1.8Ghz
8 GB RAM
Radeon 8730Mboth are leptops, I was just wondering if my new computer is going to run the game in high graphics, I hope it will, thanks for the help!
Well, the laptop you plan on buying is better in just about every way. The processor may have a lower frequency clock, but its performance per clock makes it better than the 2.4Ghz 520M. The GPU is wildly better, but still very behind in terms of performance. Depending on your resolution, and desired FPS, you’ll unlikely achieve the results you desire.
Laptops, and especially ultrabooks were never meant to game. The i7 3517U is an ultra low wattage processor, the lower the power, the worse the performance. This means you’ll still experience really low FPS in crowded areas like large WvW battles and large dynamic events.

You wont get very good performance in populated area’s with a 3517U CPU. IIRC that CPU is about the same as a stock Intle Core 2 Quad Q6600 desktop CPU, and they canot handle GW2’s populated areas very wel lat all.
WHat you want as a minimum CPU for a laptop, for cpu intensive games like GW2, is a 3630QM/4700MQ.
