I think those specs should be good enough. I wouldn’t expect ‘good’ fps in wvw, but for things like spvp, yeah it’ll do it just fine.

I assume you meant 1600 for memory.
GTX 650 is a tad on the low side but shouldn’t be a problem with GW2 as right now it’s more CPU bound than GPU during all the interesting activities.

You won’t really need to worry about an i7 for this game. An i5 will do just as well. Although I wouldn’t doubt that the i7 could get slightly better performance at times.

Game seems to generate about three cores worth of work. The i7 really has just as many cores as the i5, it just does a little hand waving to get the OS to think it’s 8 which just makes, most of the time, the 4 actual cores a tad more efficient allowing them to do a bit more work.
I’m all for getting the K version of the i5 (or i7 if you have the extra $100 over the cost of an i5) and look into overclocking, as long as you get a nice 3rd party CPU cooler.
Honestly if you want to spend more money, which is what you would be doing with an i7, spend it on the video card like the GTX 650 Ti Boost. Just make sure it comes with a power supply that can handle the extra wattage draw of those cards (the GTX 650 is only a 65-70 watt card).

Get a 650ti or 650ti Boost if u can.
Get a k version of the CPU.
If u can, get a i7, they do show a performance increase over the i5’s in some rare casses in Gw2. An i5 can become fully utilised in extreme events in GW2 at which point the FPS is limited, where as if the same user was using an i7 they would have the extra CPU threads availble and the FPS wouldnt drop as far. The differnece in FPS in these situations however would be single digits.

I don’t think ‘rare cases’ of extreme events would merit spending 100 dollars more for a processor that in guild wars 2, an i5 would perform about the same as. The extra money saved could go towards a 650 TI BOOST or… You could have some left over for a fine meal at A&W

And tbh with the latest information about broadwell (30% less power usuage at the same performance level as Haswell), u might as well think in the long run.
A i7 will last a while. Broadwell isnt going to give any worth while performance boost, so its not like we are getting more single core performance, meaning multicores are gunna mean more, and ofc u have the new consols coming which run on 8 cores CPU, requirng games to be properly optimised for 8 threads, so buying cheap now and thinking of upgrading in the future will just end up being more expensive.
Might aswell just a get a good top end CPU now and see how long it lasts.
Those who bought a 2nd gen Sandy i7 are laughing right now as they are going to get ALOT out of them time wise.
Think about it. If u got a 2600k back in Q1 of 2011, ur still using it now, and u will still be using it when broadwell comes out. So ur gunna get atleast 3-4 years of usuage before u even think about changing to a new CPU with more single core grunt(maybe Skylake or CannonLake in 2015/16).
And while i say all this i still udnerstand that the Op is thinking of GW2, and GW2 is unlikely to be properly optimised ot use a i7 in any performance increasing meaningfull way ..BUT ..u never build or upgradea rig with just 1 game in mind ..thats crazy :P
