PC specs
Besides the ancient, barely gaming graphics card and a lack of RAM, its an alright machine.
If you can push that graphics card to a GTX 650Ti Boost you would love yourself much more since you can then push most of the graphical settings to a higher value on a 1080p resolution. That and you can SLI two of these cards together in the future for when he/she wants to upgrade. In addition, you’ll want to grab an AM3+ motherboard, not an AM3 motherboard so that you can eventually upgrade the processor to something like an FX 8350.
I would recommend getting 4GB of RAM @ 1600Mhz+ to start, upgrading to 8GB total in the future.
The GTS 450 will likely play things on a mix of low and medium setting for GW2 on a 1080p resolution.
Everything else looks alright for a budget build.

If he’s interested only in gaming, a faster Phenom II quad core is better than a slower Phenom II hex core. The GTS 450 puts it in the same ballpark as an HD 7750.
I’m going to assume you simply forgot to mention the RAM.

I would assume the HD 7750 has more horsepower than the GTS 450 judging from the following post.

Im form the uk and i can tell u for cirtan that £250 wont be enough by a longshot. U want atleast £600. Novatech is a good website, some of my rig i bought form there, but i personaly wouldnt get their prebuilds they use some cheap components, like their own brand PSU’s, and some low end motherboards.
However if i were, this would be the minimum spec wise that i would go for.

Infact going by their website i cant find the spec u listed, am i to asume its second hand ? it must be since its got that 450 gpu.
IMO i wouldnt buy it, it may be cheap but it has very limited upgradability.

The word I used was “ballpark” And I’m basing it on this review where the HD 7750 is the closest current card to compare it to, at only 15% faster.
