in case that you’re using win7 or vista, you can force it to run at 640×480p at the compatibility mode options.
but as far as i know, the only way to do it is to change the screen resolution to 800×600p at your nvidia-cp or windows resolution menu (rightclick on your dekstop wallpaper) and then set it ingame to “windowed fullscreen” .

Also, don’t expect a great improvement, just 10 or 15 fps maximum if you are really lucky (I already tried and the game code don’t allow a real improvement with just changing the resolution).
By the way, I had that gpu in my old PC and I’m really surprised you can run GW2.
Definitely “particle effects” is your worst enemy (even in GW1 I used to have massive fps drops).
Also, I think the “-dx8 -noshaders” command line don’t apply to GW2:

sorry man, you may want to ask for a refund from anet, i know your systems “supported” but, anets min specs are a joke……people with top end intel cpus and amd/nvidia videocards cant run this game at 30+ fps stable game wide…..
