A couple thoughts to try:
Delete the local.dat file under my documents/guild wars 2.
Make sure you are running the client as administrator (always).
Make sure you don’t need drivers specific to your laptop and make sure all windows updates are complete, even the optional ones.
The error you’re getting is a denied access, so if running as admin doesn’t help (leave it enabled regardless), try disabling any antivirus/firewall software and try the game again.

It would help in the long run for sure. However, I doubt its the issue causing the problem here. 64-bit would allow you to use all 4GB of your RAM, which might help your system overall, a slight amount in terms of performance.
