as far as i can tell, this is because the game only fetches the network information for the player characters directly in front of the camera, and has to fetch the rest as you look around.
i don’t see any hdd access (more than usual) when this happens so i expect its network related.

Yea it bounces back up to 30-40fps after i’m done turning the camera but as soon as I turn it again it’ll go down. I thought the same thing I tested the game on very low detail on an old laptop (running on the same network) and it didn’t experience any drop in fps when i moved the camera. The laptop held a steady 25fps or (on low detail).
I Just reinstalled windows 7 along with all my drivers and the game on the computer but still no luck
Monitor your CPU/GPU loads via graphs etc if there are spikes when turning around with tools like HwINFO or MSI-Afterburner. Try turning down shadows graphic settings.

With detail high or low the cameras still giving the same issue. But I monitored the CPU usage using the graphs in the Task Manager and I noticed that the CPU usage jumps from the average 19% or 22% up to 36% each time I turn the camera. Not sure if that means anything? I’m downloading MSI-Afterburner right now to see if the GPU is doing the same thing.
Is it possible that it is a hardware issue even if the other games I have on my PC run fine?

I am currently trying to troubleshoot this problem also.
I have similar specs
I5-2310 No OC – I’ve tried normal and Turbo in the bios settings no change
16gb ram
geforce GTX 660 ti on Beta and live drivers
Updated Bios on P8Z68-V Gen3 motherboard
Windows 7 64bit SP1
I did have CPU temp issue during GW2 play. It spiked on my monitor to 73c. I pulled it out repasted and seated it. Now it topped out at about 66c. I am going to grab a better CPU fan tomorrow morning. The problem is much worse in capitol cities. I’ve followed the FPS issues guide with no change. I’ve turned everything down on low and no change. Though on low the “recovery” time till it stops stuttering is considerably lower.
My current installation of GW2 was on a different HDD from my windows installation. I also believe it was from a former installation of windows. I’m currently installing a fresh copy of the game to work with to see if that helps.
Attached is a more detailed list of specifications of my pc. Any and all insight is greatly appreciated.
edit- also defragged, virus scanned cleared. The 660 TI is brand new today, as I had this problem with my 2x GTS 450 SLI, but even with the massive upgrade the issue persists.

Hmm your core i5 is only at 19-22% CPU usage? Seems rather low. My core i5-3570K @4.2 uses 45-60% CPU while running around at solid 60fps capped.

Edit: Btw Loahki do your Nvidia drivers ever “Stop responding” then “recover” along with the other problems your facing?

19% CPU utilization while running GW2 on your CPU is very low. Could be why you are having issues when turning camera. Should be closer to 60% with quad core. Maybe try high performance profile in power management?

My Nvidia driver’s aren’t crashing on me. I think my issue is related to my CPU. I’m currently patching on my backup PC with the same specs just an older video card. I’ll see if the issue persists on that machine. My CPU utilization during GW2 play is at 60% on avg.
19% CPU utilization while running GW2 on your CPU is very low. Could be why you are having issues when turning camera. Should be closer to 60% with quad core. Maybe try high performance profile in power management?
I set the games processor priority to “Realtime” within the task manager it reduced some of the stuttering but not too much.
After doing a lot of reading I think its safe to say I’m bottlenecking with my CPU and GPU. I’m using an external GPU with an i5 M480 which is 2 cores and 2 virtual cores @2.7ghz.
I guess it doesn’t bottleneck in other games because they’re not as CPU demanding as this one is.
Edit: Btw Loahki try setting Guild Wars 2 as a priority in your task manager see if that makes any difference for you?
Windows control panel > power option > set to high performance
Nvidia control panel > Power management mode > set to prefer maximum performance.
Try those, but i5 M480 is on the weaker side and will bottleneck. You listed core i5 in the original post we all thought it was a desktop cpu lol.

After more testing, the start up frame lag only seems to effect me when there is some sort of fog effect and only for about 15-20 seconds. For example LA right now kills my machine. It also shoots my CPU temp up to 85. I can go to any other major city or zone so far and it will never go above 70. Has anyone seen this type of issue?
That is because LA is load with tons of stuff and your CPU has to work harder.
