Used to be 60+fps now 10-?
1. Your Specs? GPU+CPU+MB+PSU+OS+HDD
2. Stress benchmarks
Prime95 – cpu
OCCT/furmark – GPU
Also you can run prime 95 with all but 1 disabled core and do furmark at same time – testing PSU
Download GPU-Z and check to see if your “Bus Interface” (mid page on right) width is x16. For some reason most of the instances of this reported here is the PCIe width to the graphics card gets stuck at x1 which means the CPU simply can’t talk to the video card fast enough to get your frame rate up.
Note there is a little button with a ? on it next to the “Bus Interface” which launches a small Dx program in case your driver intentionally drops it while out of Dx apps.
Also a bit more information would be nice. A screen shot of your current in game settings, information on your CPU and GPU. Also where are you when you are getting these low frame rates.
Also if you are coming back after 9 months, there may be some settings that have changed their “meaning”.

^^while standing in Rata Sum. In unpopulated areas i get about 5 more fps on average.
Specs: i7 920 @ 2.67 GHz
6GB DDR3 RAM
Nvidia GTX 560 Ti
Windows Vista fully updated

I’d check your game graphics settings, make sure that your CPU is not being throttled down. Your GPU connection looks pretty fine with that PCIe bus width too.
As I said before, I have tried all different in game graphics settings to no avail.
What sort of test using prime95 would you have me use?

It looks like your GPU itself is throttling due to temperature. The max temp for that card is below 100 C. Your Furmark score shows that your GPU is hitting 100 degrees C. You may need to remove the heatsink and apply new thermal compound (clean the fan(s) as well and make sure that they aren’t frozen in place).
100C – that is to high
yep just give a try and download MSi afterburner – set fan a 100% and try again..
Then you will have to check you GPU T and set combination : fan noise / GPU T- keep your GPU under 75-80C (gaming)

The fans were spinning at 100% capacity. There are visible dust bunnies inside, if I clean those out should it fix everything?

I would say yes. But its possible you also need to replace the thermal paste under the heatsink too. Dust can mix in with that stuff if it gets to built up.
Start with a basic cleaning, if the Temps dont get to a normal level (60-70c) then replace the TIM next.

Clear the dust, replace thermal paste with something like Arctic MX-4, reseat everything, and you should be good to go.

i reseated everything and did my best to clear dust, but I still seem to be having this temperature problem. I want to say, I don’t have a standard 560, I have one of these http://us.msi.com/product/vga/N560GTXTi_Twin_Frozr_IIOC.html so if this thing is getting too hot I really want my money back. Does anyone have advice on where to continue from here? I can see that the fans on my cpu heatsink aren’t spinning, I dont know why that’s the case but according to the onboard temp monitor it sits at 29 degrees (33-34 on gw2) so it shouldn’t be a problem?
Fans not spinning? They don’t work anymore. Past service life or defective. Call up MSI about it see about anything pertaining to replacement because if the fans are dead, you have to either find new fans for it purchase a new GPU.
no, the fans on my cpu heatsink aren’t spinning but the gpu ones are fine
also I COULD fix the cpu ones, i’m just not sure it’s worth the effort.

Well, that could be the cause of the issue.
If your CPU is heating up, its going to throttle.
you need to get that CPU Fan replaced ASAP.

Replacing a CPU fan is very cheap. Cooler Master Hyper 212 Evo. 40 dollars. Gets the job done. Can see that i7 clock to 4.4 GHz easily.
