Just want to know if I can run the game on high settings (or better) at about 40+fps with these specs:

-Intel® Core™2 Quad CPUQ9550@ 2.83GHz

-Mother Board Gigabyte (G31M-S2L)

-RAM 4094mb (CHAGING FOR 4 STICKS OF 2GB)

-Hard drive (primary) 465gb (WDC WD5000AADS-00S9B0 ATA Device) (271GB of free space)

-NVIDIA GeForce 9400 GT (CHANGING FOR http://www.microbytes.com/product_info.php?cPath=1_24_25&products_id=39731&osCsid=f95dffd6c8ee421a40e4b2c8f6b02875)

-High Definition Audio Device

-Windows 7 Professional 64-bit Operating system

-Monitor Acer X223W

-Case: Antec Sonata III 500 Black 0.8mm cold rolled steel ATX Mid Tower Computer Case

-Power supply: Antec Earthwatts Model EA-500D 500W max

I thought of upgrading my cooling system too but not sure if necessary and how to. Currently, I run the game on lowest settings and 1400X1050 resolution. Runs smoothly (at 30fps average with peaks of 50) except in WvWvW, dungeons or indoors.

get a decent GPU. (9400GT never was a gaming grade card) what you linked is not showing up.
as for the Cpu. the Q9550 can be overclocked a bit to 3.4-3.6 with cheap aftermarket cooler such as CM 212. with a decent GPU you should be able to run the game on Highest. just make sure your case has room for a long gaming card.

Well, almost any computer now days can run it on highest settings, but the point is do you want smooth gameplay. With your setup, I would say no, you will be stuck at around 35-40 FPS. With the change in GPU, you will probably see a slightly higher minimum fps, but you will not break the 60FPS mark in most areas.

Maybe you havent noticed it, but I planned to buy a nvidia 560GTX, click on the link for further information. And is it absolutely necessary to overclock my CPU? Because I have no knowledge on Overclocking.

Regardless of what GPU you purchase, you will not see any meaningful improvements to your GW2 gameplay. The game is heavily dependent on CPU and CPU bandwidth and architecture. You will have to OC the Q9550 to around 4GHz to reduce bottlenecking.

With that said, you will see improvements in many other games like Battlefield 3, which are more GPU reliant.

That test means nothing. All it does is show the clock speeds passed. Not on how well it can handle.
Upgrading to a GTX560 will be an improvement, and help keep some of the load of the cpu on a 1680×1050 (not 1400×1050)
Now if you can OC your CPU, it will help maintain your fps slightly better.
