i7-2600k vs i7-4770k?

short answer, no.
long answer – at best your only looking at a possible 20% increase from Sandy to Haswell (8-10% per generation, Sandy is 2 gens behind Haswell), and thats if you are even able to match the clock speeds.
Also, you’d want a 4790K. They tend to OC better and hold voltages better then the 4770K. The cost is the same. I can push mine to 4.6ghz 1.25v. But I also pull a stock clock setting of 4ghz

You would also be looking at a new motherboard for the socket 1150 i7. $329 for the CPU, $89-$139 for a decent Z97/Z87 motherboard.
Thats a $500~ upgrade for a possible 20% increase. IMHO, just for GW2, not really worth it. It would have to be 45%-65% of a performance increase for me to recommend it, in all honesty.

P8Z77-V doesn’t work with 4790k?

P8Z77-V is a socket 1155 motherboard, a i7-4790K is a socket 1150 CPU. so no.
